Article 12(3) of Regulation 2022/869 (TEN-E Regulation) of 30 May 2022 specifies that ENTSO-E and ENTSOG shall invite the organisations representing all relevant stakeholders […] to participate in the scenarios development process, in particular on key elements such as assumptions and how they are reflected in the scenarios data. ACER’s Framework Guidelines on the joint TYNDP scenarios states that ENTSO-E and ENTSOG should create a stakeholder reference group. It adds that a call for interest should target stakeholders listed in Article 12(3) of the TEN-E Regulation and other relevant organisations and independent experts. The call for interest was issued in May 2023 and the Scenarios Stakeholder Reference Group (SRG) starts operating in the fall of 2023.

The Scenarios SRG aims at providing expert input to the development of scenarios and operates independently from ENTSO-E and ENTSOG. Public consultations and events

ENTSOG and ENTSO-E foresee stakeholders engagement periods in all scenarios development processes, via online public consultations, workshops and webinars. The stakeholder engagement plan foresees several engagement periods for stakeholders to contribute to the development of the scenarios. In parallel, a new stakeholders group, the Scenarios Stakeholder Reference Group, is being set up and is expected to start its activities in the second half of 2023 to contribute to the 2024 and 2026 scenario cycles.
